    This course is designed to provide a comprehensive introduction to the main issues in Chinese politics in the twentieth and twenty-first centuries. The first sessions of the class focus on the rise of the Chinese revolution, the tenants of Mao Zedong thought, and the main political campaigns of the Mao period. Next, the course focuses on the Deng Xiaoping and Jiang Zemin eras and the complex problems associated with "opening" China. Some of these problems include reforming the economy incrementally while furthering economic growth; rectifying the fallout of political extremism and expanding individual choice while keeping society stable and affirming collective interests; and allowing more input into policy processes while maintaining party dominance. Students examine the succession of a new generation of leaders to power, a fourth generation, and the possibility of continuing economic and political reforms. We also make comparisons between the People's Republic of China and Taiwan. Throughout the course, we explore several themes including the meaning of citizenship in a one-party-dominated state, national integration, state power and regime adaptation, social control, channels of democratization, and the political challenge of social issues.

    Between 1868 and the 1990s, the Japanese economy grew from a primarily agricultural one into a sophisticated modern industrial one. In 1868, the average Japanese was a poverty-stricken peasant; in the 1990s, his great -grand children had one of the highest standards of living in the world, complete with VCRs, cellular phones, up-to-date automobiles, laptop computers, world-class health care, and regular trips to London, Paris, New York and Hong Kong. The point of this course is to investigate how this remarkable transformation took place. In order to do so, we shall look at the early modern preconditions to economic change in the eighteenth and nineteenth centuries, the beginnings of the process of modernization between 1868 and World War I, the successful rise of capitalism and its concomitant democracy in the 1920s, the world depression and the rise of militarism in the 1930s, the destruction of Japan's economy during World War II, and then Japan's "miraculous" recovery between 1945 and today. One of the major questions asked in the course will be to what extent did Japan become an economic power because of government guidance, and to what extent because of free market forces?

    This course addresses itself to the following questions: why societies outside the American and West European sphere find it difficult, impossible and/or undesirable to adopt (or adapt) the liberal-democratic-individualistic socio-political system (China, Iran, etc), which western opinion deems optimal. Since Russia is on the border of Europe and Asia and has yet to settle into the liberal mold despite centuries of autocratic "Westernization", it offers an excellent and specific opportunity to study this question. Specially what is Russia's political, economic and cultural heritage? How are cultural questions (such as: what is Russia's "place' in the world? Is it Western? Should it be? Is it unique in structure character and destiny? Which way should it go?) Connected to its unique geographical position and historical development? Why and by whom are such questions posed? Are they mere xenophobia ("My tribe is better your tribe") or are they serious and realistic queries connected to the idea of choice, diversity or plain suitability? These questions which agitate not only the educated public but cause mass movements (Iran) have along history. It is this history that will be studied in Russia between 1830 and the present.     The Russian Revolution of 1917 was the most radical revolution in history and had a profound impact on 20th century world history. The Bolshevik Party, which seized power in November 1917, sought not simply to change governments or the laws of the land, but to smash the old order, and to challenge the assumptions upon which all governments had hitherto ruled and all economies had been based. As we know, the Soviet experiment did not endure. The USSR's collapsed in 1992 was as unexpected as its creation. This course will survey the history of the USSR. Particular attention will be paid to why the old order collapse, the ideals which drove the early Soviet states, its attempt to "modernize" the country at a frenetic pace, the role of violence as a means of governance, its experience in WWII and rise to World prominence, and its postwar efforts to balance the demands of "mature Socialism" and superpower obligations.   • Transnational Security in the Asia Pacific , Australian National University
    This course focuses on non-military, transboundary threats to national security. It begins by considering changing ideas about the meaning of security and the emergence of a so-called "new security agenda". This agenda extends the definition of security from its traditional military focus to non-military, non-state transnational threats.Through a series of case studies covering terrorism, money laundering, people smuggling, environmental change and access to natural resources, infectious disease and drug trafficking, students are introduced to the diversity of such threats in the Asia-Pacific region. Their cross-cutting, cross border impacts pose challenges to national governments and regional organisations in implementing response strategies. In examining these challenges emphasis is given to the role of co-coordinating diplomatic, military, law enforcement, national security and intelligence resources in intra- and inter-state co-operative mechanisms. The final part of the course examines a number of mechanisms.

    This course is one of the first arising out of scholarship on cold war international history. It draws on declassified government documents and other archival records to provide a window into the world-view of decision-makers who need to make national security policy based on incomplete information about ambiguous threats. The materials reveal a great deal about the importance of divergent historical perspectives and strategic cultures in the foreign policy-making process. The main focus of the course is on the intersection of the cold war and the rise of Asian nationalism. At the core of the analysis is the clash between America's global strategy of military containment against the Soviet Union and the assertion of Indian, and Chinese nationalism, concerned with preventing the United States from succeeding to Great Britain's imperial role. The course examines new patterns of US-India and US-China relations in the post-cold war period. This is primarily a lecture course, but the course web-site is a critical element of class work.
