5 Percent/5 Years: Toward the Shanghai Goal

Asia Pacific Foundation of Canada
The Shanghai Goal aims at reducing transactions costs throughout the APEC region by 5% within 5 years. At the centre of this initiative are APEC’s trade facilitation goals including transparency, communications, consultations, and cooperation, non-discrimination, consistency, predictability, and due process, simplification, practicability, and efficiency, harmonization, standardization, and recognition, and modernization and the use of new technology. APEC member economies such as Canada, Hong Kong, China, Thailand, and Singapore have already been successful in reducing trade-related transaction costs through various strategies. As part of the Shanghai Goal initiative, APEC has focused on capacity building in its developing economies, however some constraints remain. In the future, APEC will need to devise ways to measure decreases in transactions costs, make collective action plans more specific, and participate further in the development planning process if the Shanghai Goal is to be attained.

Advancing Corporate Governance Reform in Asia

For decades, Asia's rapid economic growth served as a model for other developing economies. The Financial Crisis that devastated the region in early 1997 shocked policy makers and business leaders around the globe. Prior to the crisis, corporate governance was viewed by many in Asia as irrelevant, dismissed as a concern for more advanced (and largely Western) economies to consider at their leisure. Today, "Corporate Governance" verges on becoming a household world, not only in those economies hardest hit by the crisis, but thought Asia. On 15 February 2002, the APEC Study Center and The Asia Foundation, together with the Program in International Economic Policy, School for International and Public Affairs held a half-day panel discussion, presenting three speakers whose combined expertise reflects the diversity of approaches pursued in promoting reform.

APEC and the New Economy

Structural policies, networked information technologies, and flexible and skilled human resources transform old social and economic activities into new ones, which together increase economic growth in today’s \"new economy.\" In this study Catherine L. Mann and Daniel H. Rosen examine how this new phenomenon is affecting the economies of the member nations of the Asia Pacific Economic Cooperation (APEC) forum and whether APEC policymakers should have an action agenda toward it. The authors use macroeconomic models and distill case studies from selected APEC countries to illustrate both the potential rewards and the challenges faced by policymakers and businesses in enabling and embracing the dynamism of the new economy. The study also highlights the impact of new economy forces on trade competitiveness as well as the relationship between government and civil society.
The authors conclude with a set of policy recommendations for APEC members, and for APEC itself to ensure that the benefits of the New Economy are widely shared in the region. The study was initially prepared for the Economic Committee of APEC for presentation to its annual ministerial and summit meetings in Shanghai in October 2001.

APEC as a Pacific OECD Revisited

The idea of a trans-Pacific institution created along the lines of the Paris-based Organization for Economic Co-operation and Development (OECD) is almost as old as the OECD itself. With the creation of the Asia Pacific Economic Cooperation (APEC) forum in 1990, some scholars and officials believed that an embryonic Pacific OECD had come into being. By the mid-90s, however, and especially after APEC turned its focus to the Bogor targets of free and open trade by 2010/2020, the idea of APEC as a Pacific OECD had lost its appeal. Indeed the very mention of OECD as a possible benchmark for APEC was taboo as long as the regional forum imagined that it had a superior formula for cooperation, in the form of "concerted unilateral liberalization." It was only with the collapse of the early voluntary sectoral liberalization (EVSL) initiative in 1997/98 that doubts were raised about APEC's trade liberalization agenda. Accordingly, the renewed interest in institutional reform and strengthening can be seen as part of a deeper unease about APEC's main purposes and an unspoken quest for a new raison d'etre. This paper looks at specific aspects of the OECD model that may serve to reinvigorate APEC's economic cooperation mandate and suggests a number of practical measures towards a Pacific OECD. By using the OECD as a benchmark, the paper is not advocating institutional mimicry but is offering a reference point for APEC to map its own path. If a Pacific OECD is to emerge, it will be defined as much by its "Pacific" roots as by the Paris prototype.

Overcoming Asia's Currensy and Financial Crises: A Theoretical Investigation

Because of globalization, a financial crisis in one part of the world can have far-reaching adverse effects; the crisis that started in Thailand in 1997 ultimately affected countries as far away as the Republic of Korea and Brazil. Thus more important than attempting to prevent these crises is the need to cope with currency and financial crises ex post and to develop the tools and methods for overcoming them after their occurrence. The present volume examines the high interest rate policy intended to stave off a currency crisis, banking policies for weathering a financial crisis, and corporate restructuring policies for revitalizing economic activity. Theoretical analyses were done using a wide range of analytical frameworks such as the overshoot model of exchange rates, time inconsistency, the agency approach for corporate finance, and comparative studies of financial systems.

Trade Facilitation: A Development Perspective in the Asia Pacific Region

This study uses a new gravity model and indicators that more closely match the complexity of the processes and transactions that affect trade. We find that improving port logistics has by far the highest elasticity and impact on APEC-wide trade. Harmonizing standards to APEC standards has a significant positive impact on trade in the APEC region, particularly for manufactured goods. The study also provides the most comprehensive analysis of APEC\'s past work on trade facilitation and recommendations on future directions. Here, we reviewed over 240 APEC projects and found that technical assistance, accounted for about 30% of APEC projects since 1993. Combining the modelling results obtained above with past work in facilitation, the study provides areas of focus for future capacity-building work that APEC can undertake in its developing member economies.

ACE is an intergovernmental organization established by Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore and Vietnam. It is guided by Governing Council composed of the Senior Officials on energy of the ASEAN countries and a representative from the ASEAN Secretariat. Core funding is provided by an Energy Endowment Fund established from equal contributions of the ten member countries and managed by a private fund manager. As host country, Indonesia provides Headquarter facilities and other amenities at the ACE building in the compound of the Directorate-General for Electricity and Energy Development of the Indonesia Ministry of Energy and Mineral Resources. The Centre is envisioned to be a catalyst for the economic growth and development of the ASEAN region by initiating, coordinating and facilitating regional as well as joint and collective activities on energy. To realize this vision, the Centre will accelerate the integration of energy strategies within ASEAN by providing relevant information state-of-the-art technology and expertise to ensure that over the long term, necessary energy development policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.

This APN project is an international research project that brings scientists together to study climate change related issues in Northeast Asia. The main objectives of the Project: 1) to identify estuarine and coastal changes in terms of hydrology, hydrochemistry, geochemistry, geomorphology, ecosystem and material cycling patterns of the Northeastern Asia region, with special reference to the Amur, Tumen and Razdolnaya Rivers; 2) to evaluate the sensitivity of regional changes in relation to anthropogenic processes and climate change; and 3) to provide recommendations to management of sustainable coastal development of the region and to provide assistance to policy/decision makers.

Columbia University established the APEC Study Center in 1994 at the request of the U.S. Department of State in response to the APEC Leaders' Education Initiative introduced by President Clinton and endorsed by the leaders of the other APEC member nations at their historic meetings on Blake Island and in Seattle in November 1993. This Initiative calls on institutions of higher education in the United States and throughout the Asia Pacific to collaborate on Asia Pacific policy research, and through exchanges, joint research, conferences and other contacts, to help establish an emerging region-wide network of personal and institutional relationships for all member economies.
Columbia University has long been a leading center for the study of China and Japan, with one of the oldest and most highly regarded programs of study in these areas, including one of the nation's largest concentrations of specialists in East Asian affairs. Over the years, the University has built upon its global reputation for academic excellence and policy relevance in these areas, adding the study of Korea, Southeast Asia, and U.S. relations with the countries of East Asia to its core expertise in China and Japan studies.

The aim of this core course is to provide an introductory survey of the history, societies and political ideologies of the states which currently make up the association of Southeast Asian Nations (ASEAN). The survey will be focussed on the twentieth century and the events and influences which have contributed to the contemporary nature of the states. No previous knowledge of the region is assumed and lectures will take the form of country overviews presented by members of staff and diplomats who have specialist knowledge of the relevant nations. Dr.Rouben Azizian came to the Asia-Pacific Center for Security Studies in January 2002 from the Department of Political Studies of the University of Auckland, New Zealand where he taught in 1994-2001 courses on Russian Politics and Foreign Policy, Ethnic Conflict and International Security, as well as Security and Diplomacy in the Asia-Pacific. During that period he also took four groups of New Zealand and Australian students for a one-month study at the Russian Diplomatic Academy in Moscow. Dr. Azizian regularly lectured at the Air Force and Navy Colleges of New Zealand. In the second half of 1997 he was a visiting professor at the Department of Government, Georgetown University where he taught a course on Russia in Asia. From 1987, when he acquired his PhD in International Relations from the Diplomatic Academy of the USSR, and until 1991 he was a part-time lecturer at the Department of International Relations of the Diplomatic Academy.

Multilateralism: Is there An Asia-Pacific Way?

Dr. Amitav Acharya, professor of political science at York University in Ontario, outlines the historical and cultural factors that have encouraged the development of the Asia-Pacific Way of multilateralism, and explores its utility for dealing with economic and military conflicts. Dr. Acharya points out that the rejection of European style multilateralism is in part a function of the vastly differing circumstances that existed in Asia and Europe following World War II. Whereas in Europe the Cold-War confrontation between nuclear superpowers and their allies predominated, in East Asia there was a larger number of perceived threats and unresolved conflicts; and economic development took precedence over nuclear confrontation. Paradoxically, in spite of significant conflict in the region, Dr. Acharya describes an Asian strategic culture that shuns the identification of adversaries, not to mention formal arrangements for resolving disputes.

This course focuses on the key security challenges in the contemporary Asia-Pacific region. The course assesses strategic challenges in all parts of the region including North Asia, Southeast Asia, South Asia, the South Pacific and Australasia. It includes coverage of great power strategic issues involving the regional role of China, Japan and the United States, regional flashpoints including the Korean Peninsula, India's relations with Pakistan, and the Taiwan Straits. It also deals with the particular security challenges facing Southeast Asia (including Indonesia's strategic future) and the South Pacific (including the security challenges facing Melanesian countries). The course also investigates some of the major thematic security issues in the Asia-Pacific region including arms acquisitions in the region, economic security and the prospect for regional security cooperation.

New Powers, Old Patterns: Dangers of the Naval Buildup in the Asia Pacific Region

This paper addresses the issue of the naval arms buildup in the Asia Pacific region and the frequently-expressed fears that it might turn into an all-out arms race. The authors find that although the naval buildup has not yet turned into a full-scale arms race throughout the region, a) there is a genuine naval arms race already occurring between the PRC and Taiwan; b) the historical precursors of an arms race are now in place throughout Northeast Asia; and, c) there is a clear danger of an inter-ASEAN naval arms race. The paper concludes by emphasizing the need to put in place official mechanisms to enhance cooperative maritime security, consisting of a combination of confidence building and risk reduction measures together with multinational naval cooperation leading toward full-scale maritime security regimes.

Tom Peterman joined the Asia-Pacific Center College for Security Studies in January of 1997. He is retired from the U.S. Army, having served 20 years in a variety of aviation command and staff positions in Europe and the U.S., and political-military assignments associated with the Asia-Pacific region.
After retiring in 1995, Mr. Peterman worked with local businesses and the World Trade Center in Tacoma, WA assisting small and medium-sized businesses conducting trade in the Asia-Pacific region. He also owned his own consulting business. Prior to his retirement from the U.S. Army, he served three years on the U.S. Army, Pacific staff as the Southeast and Northeast Asia desk officer, where he was responsible for coordinating military-to-military activities with countries on those the regions.

Ambassador Salmon came to the Asia-Pacific Center for Security Studies after serving as Foreign Policy Advisor to the Commander in Chief, U.S. Pacific Command, Camp H.M. Smith, Hawaii, from August 1993. His prior assignment was in Vientiane, Laos, where he was the American Ambassador. He also served as Director, Office of Philippine Affairs and Director, Office of Thailand and Burma Affairs in Washington D.C. and Deputy Chief of Mission in Rangoon, Burma and Wellington, New Zealand.

Dr. Stackpole joined the Asia Pacific Center for Security Studies (APCSS) from the private sector after serving as an executive in a space and telecommunications company based in Tokyo.
Prior to that time, he served in the U.S. Marine Corps for 36 years, retiring as a Lieutenant General in 1994. While serving as the Commander of Marine Forces Pacific, the single largest U. S. Marine Field Command in the world, he concurrently planned and supervised the establishment of the U.S./Republic of Korea Combined Marine Forces Command. It formed the U.S. Marine component in Korea comprising a force of more than 150,000 military personnel from two nations and five services.
General Stackpole has been honored by the government of Japan for furtherance of Japanese/American understanding and partnership. He also has been recognized by the Republic of Korea, and cited by the government of Bangladesh for Disaster Relief and Humanitarian Support. Other honors include the Distinguished Service Medal, Silver Star, Legion of Merit, two Purple Hearts, and the Vietnamese Cross of Gallantry.

Transnational Security in the Asia Pacific

This course focuses on non-military, transboundary threats to national security. It begins by considering changing ideas about the meaning of security and the emergence of a so-called "new security agenda". This agenda extends the definition of security from its traditional military focus to non-military, non-state transnational threats.Through a series of case studies covering terrorism, money laundering, people smuggling, environmental change and access to natural resources, infectious disease and drug trafficking, students are introduced to the diversity of such threats in the Asia-Pacific region. Their cross-cutting, cross border impacts pose challenges to national governments and regional organisations in implementing response strategies. In examining these challenges emphasis is given to the role of co-coordinating diplomatic, military, law enforcement, national security and intelligence resources in intra- and inter-state co-operative mechanisms. The final part of the course examines a number of mechanisms.

He received a Master\\\'s of Arts degree in International Relations from Boston University and a Master\\\'s of Arts degree in National Security Studies from the Naval War College where he graduated with Distinction. His personal awards include three Meritorious Service medals, four Navy Commendation medals, and various campaign awards, unit commendations and service medals. Commander Waterfield\\\'s operational experiences include two WestPac deployments to the Persian Gulf. While in command of USS PATRIOT, he completed bi-lateral mine warfare exercises with units of the Japanese Maritime Self-Defense Force, the South Korean Navy, and the Singaporean Navy.

Dr. Virginia Bacay Watson joined the Asia-Pacific Center for Security Studies in July 2004 as Assistant Professor in the Department of Policy Studies. Her areas of interest include the politics of science and technology, research and development policy in the Asia-Pacific region, and the linkage between security and scientific and technological issues.
