Ernst, Dieter
Dieter Ernst is a senior fellow at the East-West Center. Dr. Ernst's previous affiliations include the OECD, Paris (as senior advisor), and the Berkeley Roundtable on the International Economy (BRIE), University of California at Berkeley (as research director), the Center for Technology and Innovation (TIK) at the University of Oslo (as research professor), and the Copenhagen Business School (as professor of international management). Dr. Ernst co-chairs an advisory committee for the US Social Science Research Council (SSRC) to develop a new program on Innovation, Business Institutions and Governance in Asia. He serves on the Committee on Information Technology and International Cooperation (ITIC)of the SSRC. He also serves as International Advisor to the Committee established by the Prime Minister's Science Advisor to set up a National Science Foundation for Malaysia, and as scientific advisor to various institutions, including the United Nations University`s Institute for New Technologies (UNU-INTECH), Maastricht, Netherlands; the Japan Foundation`s Globalization Project, Institute of Social Studies, University of Tokyo; the International Innovation Studies Network (IISN); the International Institute of Educational Planning, UNESCO, Paris; the Society for International Development, Rome; the Norwegian Research Council; the Danish Research Unit on Industrial Dynamics (DRUID); the German Institute for Social Research, Frankfurt am Main; and the United Nations Annual World Investment Report.

Foundation for Advanced Studies on International Development
The Foundation for Advanced Studies on International Development (FASID) was set up in March 1990. Its primary functions are to conduct education and training of a new generation of Japanese development professionals, and research on international development. FASID was established as a non-profit organization with the legal status accorded jointly by the Ministry of Foreign Affairs, and the then Ministry of Education, Science and Culture. It was founded with the active support and cooperation by the then Japan Federation of Economic Organizations (KEIDANREN). This site contains information pertaining to graduate school programs, training courses, research and surveys, publications, and related links.

JCER's main activities include economic research with particular emphasis on economic forecasting, sponsoring economic study courses holding seminars, lectures, and symposia with the participation and/or assistance of leading scholars and economists in academia, and training young business persons in advanced economics and research for jobs in business and government. Arthur Helton's article, 'The Legal Dimensions of Preventing Forced Migration' is a chapter from the Rand Corporation's book "Cooperation and Conflict in the Former Soviet Union: Imlications for Migration," editors Jeremy R. Azrael, Emil A. Payin, Kevin F. McCarthy, and Georges Vernez. In his chapter, Mr. Helton studies the variety of factors causing population displacements. Some are in the nature of emergencies. Armed conflicts and widespread violations of fundamental human rights often precipitate mass population movements. Environmental catastrophes and natural disasters frequently produce forced movements of people. Other factors are chronic in character. Economic underdevelopment and disparity, environmental degradation, deforestation, desertification, and failures of governance can promote population movements. Often, involuntary displacements result from a complex interaction of numerous causes for which the identification of solutions is sometimes elusive.

The Chinese Southern Diaspora

Australia, New Zealand, and the adjacent islands of the Pacific have become one of the key new frontiers of Chinese migration. The Chinese now represent the largest Asian minority in these countries, of roughly Southeast Asian dimensions. In the age of globalisation, dual or multiple identity, which Chinese migrants have long been accustomed to negotiating, have taken on fresh significance. With the study of nationalism increasingly concerned with diasporas and multiculturalism, the course will focus on the Chinese in Southeast Asia and the Southwest Pacific. Taught normally by a visiting specialist scholar funded by the Jennifer Cushman Memorial Fund, the course will cover both theoretical issues of diasporic identities, and the particular experience of the Chinese in Southeast Asia and the Southwest Pacific.

The Tokyo Forum is an organization that produces policy proposals on the non-proliferation of nuclear weapons and disarmament. It was formed at the initiative of the Japanese government in response to the great threat posed by nuclear tests by India and Pakistan and boasts participation from 23 world-renowned experts on disarmament and non-proliferation from 17 countries and one international institution. The Forum gathered for the first time in August 1998, and held further meetings in December 1998, April 1999, and July 1999. Drawing on the thorough and insightful discussions held at those four meetings, the Forum produced a report on what measures should be taken to further the cause of non-proliferation and disarmament and presented this report to Prime Minister of Japan Keizo Obuchi and U.N. Secretary General Kofi Annan.
